原因:
巴西最大残留限量依据符合国际最佳操作的科学方法制定。各国通常会依据本地区适用的良好农业规范（GAP）设定最大残留限量。由于病虫害和环境因素差异，不同生产地区和国家的农用化学品使用模式会不同。这意味着巴西食品农用化学品最大残留限量可能同Codex标准不同。但是，若产品不符合巴西最大残留限量规定，但符合Codex标准规定，则仍然可以进口，前提是风险评估并未发现对巴西消费者构成不可接受的风险。

If no, describe, whenever possible, how and why it deviates from the international standard: Brazilian MRLs are established based on scientific methodology consistent with international best practices. Countries usually set MRLs according to the Good Agricultural Practice (GAP) applicable to their region. Agricultural chemical use patterns differ between different production regions and countries as pests, diseases and environmental factors vary. This means that Brazilian MRLs for agricultural chemicals in food may differ from Codex standards. However, when a product differs from Brazilian MRLs, but is in conformity to Codex standards, it may be imported, provided that the risk assessment does not indicate an unacceptable risk to Brazilian consumers.
